Allan Ross of the Royal Canadian Mounted Police at La Guardia Field here early today as he steps from plane which brought him from Toronto. Less than an hour later he boarded the Queen Elizabeth for sea voyage to England. Churchill conferred in Washington with President Eisenhower and in Toronto with Canadian officials on world strategy.
